He was born in Ankara in 1961. After graduating from Tevfik Fikret High School, he earned his Bachelor’s degree from the Faculty of Economics and Administrative Sciences at 9 Eylül University, where he also completed his Master’s and Ph.D. studies.
He worked for many years as a reporter, manager, and columnist at Milliyet, Sabah, and Hürriyet newspapers. He served as the Minister of Labor and Social Security in the 56th Republic Government. He has held senior executive positions in large companies and worked as an academic at various universities.
In the 2009 local elections, he was elected Mayor of Konak, the central district of İzmir. He continues his work in the field of social policy.
